Although federal regulation of water pollution dates back to 1948, effective management was not achieved until the Federal Water Pollution Control Act Amendments of 1972 were passed. This established the National Pollutant Discharge Elimination System (NPDES) Program, which regulates discharges to waters of the United States. This program encompasses direct dischargers, those that discharge indirectly through municipal collection systems, and stormwater runoff.
